Parole Program for individuals from Cuba, Haiti, Nicaragua, and Venezuela (the “CNHV parole program”)

We are writing with an important and time-sensitive update regarding the parole program for individuals from Cuba, Haiti, Nicaragua, and Venezuela (the “CNHV parole program”). This message is intended as a general update, and careful evaluation is needed on a case-by-case basis. Please contact our office as soon as possible with any questions.

On March 25, 2025, the Department of Homeland Security (DHS) published its termination of the CNHV parole program in the Federal Register. The notice terminates CHNV parole on April 24, 2025. DHS will provide individual notice regarding termination of CNHV parolees through their USCIS online accounts. DHS will also be cancelling all pending applications and revoking the approval of applicants who have not travelled to the U.S.

We are still waiting to see what will happen next and things are changing rapidly, but important to be aware that:

Parolees who have no other lawful basis to remain in the U.S. (i.e., asylum, TPS, etc.) should contact our office as soon as possible to evaluate options. This is extremely urgent.
Work authorization based on parole will also end on April 24.
DHS has stated that it intends to promptly deport people who remain in the U.S. past April 24 who no longer have any lawful basis to remain in the U.S. The notice states that DHS retains its discretion to commence enforcement action (i.e., deportation, expedited removal) against any noncitizen at any time, including between now and April 24.

We expect that similar terminations could be expected in the coming weeks for other categorical parole programs, including those here on Uniting for Ukraine (U4U), Operation Allies Welcome, and similar programs.
